Who Require FSSAI License ?

Any business or individual involved in handling food is required to obtain an FSSAI registration or license in India. This includes food manufacturers, processors, packers, traders, wholesalers, retailers, and distributors, as well as restaurants, cafes, hotels, caterers, cloud kitchens, and online food delivery platforms. Even food importers and exporters must secure an FSSAI license to operate legally. In simple terms, whether you are producing, processing, storing, transporting, or selling food, an FSSAI license is mandatory to ensure compliance with food safety standards and build consumer trust.

Types of FSSAI License

  • FSSAI issues three types of licenses/registrations depending on the size and nature of the food business:

    1. FSSAI Basic Registration

      • For small food businesses with an annual turnover of up to ₹12 lakhs.

      • Suitable for petty retailers, small-scale food manufacturers, and home-based food businesses.

    2. FSSAI State License

      • For medium-sized food businesses with turnover between ₹12 lakhs and ₹20 crores.

      • Applicable to small to medium manufacturers, storage units, transporters, and restaurants operating within one state.

    3. FSSAI Central License

      • For large-scale food businesses with turnover above ₹20 crores or those involved in import/export.

      • Mandatory for food businesses operating in multiple states or engaged in supplying food products to government departments.

Documents Required for FSSAI License

1. FSSAI Basic Registration (Turnover up to ₹12 lakhs)

  • Passport-size photograph of the applicant

  • Valid Government-issued ID proof (Aadhaar, Voter ID, PAN, etc.)

  • Address proof of business premises (Rent agreement/Utility bill/NOC from owner)

  • Business details and list of food products handled

2. FSSAI State License (Turnover ₹12 lakhs to ₹20 crores)

  • All documents required for Basic Registration

  • Proof of business incorporation (Partnership deed, MOA & AOA, Shop & Establishment certificate)

  • List of food categories/products manufactured or processed

  • Food Safety Management Plan (FSMS)

  • Details of machinery/equipment (for manufacturing units)

  • NOC from local authority/municipality or health department

  • Water quality testing report (if applicable)

3. FSSAI Central License (Turnover above ₹20 crores / Import-Export / Multi-State Operations)

    • All documents required for State License

    • Import Export Code (IEC) certificate (for import/export businesses)

    • Form IX: Nomination of persons by the company along with board resolution

    • Certificate from the Ministry of Commerce (for 100% Export Oriented Units)

    • List of directors/partners with full address and contact details

    • Analysis report of water to be used in food (for manufacturing units)

    • Source of milk/meat (if applicable for dairy/meat processing units)

    • NOC/PA issued by FSSAI (if relabelling/branding is involved)

Validity of FSSAI License

An FSSAI license or registration is issued for a period ranging from 1 year to 5 years, depending on the choice made by the food business operator at the time of application. The validity period must be renewed before expiry to continue operations legally.

  • Minimum Validity – 1 year

  • Maximum Validity – 5 years

  • Renewal Timeline – Renewal application should be filed at least 30 days before expiry to avoid late fees and penalties.

If the license is not renewed on time, it becomes invalid, and the food business may face penalties or even suspension of operations.
